Half sugar tested and published the changes; i am just translating his findings.
Old version of Burning Hand: CD 2sec.
When it is triggered, induce x% of board damage of that skill.
Lv1: 10% trigger chance, 20% of board damage of that skill.
Lv4: 40% trigger chance, 20% of board damage of that skill.
New version of Burning Hand: CD 0sec.
When it is triggered, induce x% of that hit.
Lv1: 20% trigger chance, 20% damage of that hit.
Lv4: 20% trigger chance, 50% damage of that hit.
At max level, the new version of burning hand has lower trigger chance as compared to the original one. However, the CD of 2sec is removed.
Although the new CD is theoretically 0, there is a hidden condition related to the triggering of Burning Hand (similar to Critical Break of Sniper).
Skills such as fire bird or fire ball ex which induce multiple hits simultaneously, will only trigger burning hand ONCE.
So half sugar felt that this change is actually a nerf to skills such as rolling lava and flame vortex. The high board damage of rolling lava is actually good for the old version of Burning Hand since it can give high damage boost equivalent to 20%~40% of the board damage.
Now, the triggering damage is calculated based on DAMAGE PER HIT (not Board damage); skills which have multiple hits (with smaller damage as compared to the board damage) will not benefit much from this changes.
To make matter worse, this change also remove the superarmor break effect of burning hand in PVP.
Appendix: Triggering Damage Comparison
To be more exact, i did a simply analysis to verify half sugar's opinion.
Ignoring the CD and triggering chance, lets compare the triggering damage between the two version of burning hand:
Board damage of a skill = A
Damage per hit of that skill = A*N,
where N = hit coefficient of the skill (typically smaller than 1)
At max level with +1 skill acc,
Trigger damage of old burning hand = 0.2 * A
Trigger damage of new burning hand = 0.5 * A*N
We seek the condition when the new burning hand triggering damage exceed the old one,
0.5*A*N > 0.2*A
N > 0.4
For skills which deal 0.4 times or higher of board damage per hit, the new version of burning hand will give a higher trigger damage.
These skills include fire bird, flame spark, fireball, rolling lava (part of it) and ignition. These skill should maximize the potential of burning hands, if it is triggered =.=.
However, this is an optimistic estimate, since the triggering chance is merely 20% as compared to the 40% triggering chance of the old version. This is partially compensated by the 0 CD of the new version.
So, i think it is not as bad as half sugar reported, although the SA break effect removal might hurt PVP utility. It just requires some adjustment in SP distribution to maxmize damage derived from the new burning hand, that's all.
